States Eligible to Receive $350 Million for H1N1, Seasonal Flu Preparedness Efforts; Grants Will Support Work to Protect Public Health, Prepare for Novel H1N1 and Seasonal Flu
The U.S. Department of Health and Human Services has issued an announcement on grants to help states and territories prepare for the 2009 novel H1N1 flu virus and the fall flu season. Nebraska is to receive $1,512,711 for Public Health Preparedness and $521,951 for Hospital Preparedness for a total of $2034662. Nebraska Health Care Association was made aware that the vast majority of the H1N1 funds are going to be awarded to local health departments and Nebraska’s regional Medical Response Systems (MRSs) that are established across the state. The local health departments and the MRSs have been working together, and with their community partners, developing and testing collaborative community public health emergency community response plans as they are in the best position to know what their communities’ H1N1 resources and needs are and will be able to identify and allocate the funds in a manner that will ensure that the funds go as far as possible. The success of Nebraska’s H1N1 response plans is heavily dependent upon the participation and assistance of those living and working in their communities. Has your facility been involved in the planning? The Nebraska Health Care Association and Nebraska Assisted Living Association members are vital in helping the local health departments and MRSs carry out their plans. Please work closely with local health departments and MRSs to ensure that resident’s needs are being addressed, identifying what their needs are, and how the community can work together to address those needs. It is also important that facilities think about what services they can provide and what roles they can play in responding to H1N1 and other public health emergencies, such as tornadoes and ice storms. Nebraska Stakeholder Presentation May 28, 2009
As promised by the Department of Health and Human Services Division of Medicaid and Long Term Care, the Department has made available the PowerPoint presentation covered at the May 28th stakeholder meeting organized by Myers and Stauffer to review its May 6th, 2009 report, “Nebraska Medicaid: Recommendations for Improving the Nursing Facility Reimbursement Structure.” This report as well as model rates under two options proposed in the report were to have been sent to your facility via compact disk early in May. Behavioral Health Funding Available to Facilities who Ask
NHCA/NALA has been working collaboratively with the Department of Health and Human Services (DHHS) and the “Nebraska Behavioral Health Regions” to address existing shortcomings in the system of behavioral/mental health services. The six behavioral health regions are in the process of developing plans to identify service delivery gaps and allocate funding to develop community-based services to fill these gaps. NHCA/NALA has been asked to make you aware of the planning and funding cycle for the behavioral health regions and to request your participation in this process. During the 2008 legislative session, the Legislature provided $11.6 million to be distributed as grants for “one-time” projects aimed at developing new or expanded community-based behavioral health services. These “one-time” funds are available now only to those who ask. For further explanation of the purpose of these funds and a suggested method of requesting these funds, NHCA/NALA has produced a memorandum for your assistance.
